How can i meet foreign people to practice language, impossible?

I'm an american with hispanic roots,26yrs old . i see foreign people(tourists/students) in the street but that means nothing, as they are students or busy people..they have their friends already they don't need me. MOreover, these people almost never use web posting websites like craiglists, and there is no way to meet them...unless you're in school. So what else can i do? i'm not a person who goes clubbing and stuff like that. the only places i frequent are library, bookstore, supermarket things like that. My language of study is japanese , ...in my city there are language clubs or communities for French, German, and Spanish but not really asian languages..so its very hard. But i see lots of japanese people visiting, tourists, students. Is there anything one can do to contact them. And i'm not a person who just picks up people in the street, i would meet them gladly if it was through some arranged program or something. any help?

Try your local university or a language school in the area. They usually have language exchange programs.
